Mr.
William R. "Rodney" Pennington is a principal in Pendulum
Energy. Mr. Pennington has 31 years experience in the natural gas
industry. He has held management positions in rates, operations, and
gas accounting with Tenneco Gas with responsibilities for operations
planning and management, volume control and management and gas volume
balancing. Before becoming Director of Operations, Mr. Pennington
served as a Supervisor of Rates for Tennessee Gas Pipeline. Prior to
joining Tenneco Gas, he held various positions in operations and gas
supply for Texas Eastern Transmission Corporation. In 1991, Mr.
Pennington left Tenneco Gas to form an independent consulting firm.
Mr. Pennington has
presented expert testimony in numerous cases in FERC and state public
service commission proceedings involving cost of service and cost
allocation issues as well as numerous operational, gas supply and
tariff related issues. He also has testified as an expert witness in
state court cases involving natural gas disputes. Mr. Pennington has
developed and taught classes for the National Energy Service
Association (“NESA”) and for other clients in areas such as gas
accounting, gas contracting and tariffs, nominations and confirmation,
and has developed and taught an overview of the natural gas industry.
Mr. Pennington has worked with domestic and international clients to
develop and implement gas and liquid pipeline nomination and
allocation procedures.
Mr.
Pennington has worked very closely with LDC clients over the last
decade to structure a set of supply and capacity services that provide
for safe, adequate and reliable supplies at a reasonable cost.
He has worked with these LDCs in the preparation of Supply and
Capacity plans, contracting for services, capacity release programs,
asset management arrangements, and cost recovery hearings. He has
developed Gas Supply Plans for many of his clients and has filed
considerable testimony concerning supply and capacity planning issues.
Mr.
Pennington has a degree in Mathematics from Northwestern State
University. Mr. Pennington
currently serves on the Board of Directors for the National Energy
Services Association.
