Jack N. Jones is a principal in Pendulum Energy. Mr. Jones has over twenty nine years experience in the natural gas industry, with concentration in both the regulatory and marketing areas. He has provided consulting services since 1993 that have included rate and regulatory analysis, expert witness support for rate and certificate proceedings, pipeline tariff analysis, industry training, economic analysis, market research and strategic planning. He has participated as an expert witness in numerous FERC proceedings. He has developed and taught a "Ratemaking Fundamentals" seminar for various clients. Mr. Jones has also been active in managing Pendulum's operational services including capacity marketing, arbitrage opportunities, as well as supply, storage and transportation asset optimization and management. At Tenneco, Mr. Jones managed all regulatory activities that involved rates including rate cases, Order 636 restructuring, gas cost adjustments, certificates, tariff administration and various special economic studies. He served as a select member of the company's Order 636 task force. He directed and coordinated company wide activities involved with the development and implementation of a gas inventory charge including settlement negotiations, comparability of service initiatives, expert testimony, economic analysis, and extensive computer systems modifications. He also directed the planning department for the company's marketing function. He was instrumental in the company's adoption of the "Order 436 open access" environment in late 1986, the enhanced use of pricing as a marketing tool, and various customer oriented marketing initiatives. As an expert witness, Mr. Jones has created substantial bargaining leverage for clients which has led to successful settlement negotiations. His expert testimony has yielded successful results in rate cases, state tax appeals, and arbitration proceedings. Mr. Jones was a key participant in numerous rate cases while at Tenneco Gas which led to high and consistent earnings for the pipeline division. Throughout his career, he has been a leading advocate of aggressively exploiting industry dynamics driven by regulatory and economic change. |
